Penny Jordan, il cui vero nome è Penelope Jones Halsall, è stata un'autrice inglese affermata, nota per i suoi romanzi di fiction romantica. È nata il 24 novembre 1946 a Preston, Lancashire, in Inghilterra, ed è la prima figlia di Anthony Winn Jones e Margaret Louise Groves Jones. Jordan ha mostrato un interesse precoce per la lettura e la narrazione, creando storie seriale come storie della buonanotte per sua sorella minore all'età di otto anni. Ha scoperto i libri di Mills & Boon da adolescente ed è diventata rapidamente una fan accanita.
La carriera di scrittura professionale di Jordan è iniziata negli anni '70 quando ha partecipato a un concorso indetto dall'Romantic Novelists' Association. Anche se non ha vinto, ha trovato un agente che cercava una nuova Georgette Heyer. Ha pubblicato quattro romanzi regency come Caroline Courtney prima di cambiare il suo nome d'arte in Melinda Wright per tre romanzi "hostess in volo" e poi in Lydia Hitchcock per due thriller. Poco dopo, Mills and Boon ha accettato il suo primo romanzo per loro, Falcon's Prey, sotto lo pseudonimo di Penny Jordan. Per i suoi romanzi storici, ha adottato il cognome da nubile di sua madre per diventare Annie Groves.
Jordan viveva in una casa neo-georgiana a Nantwich, Cheshire, con i suoi animali domestici e lavorava da casa in cucina, circondata dagli animali. Ha accolto interruzioni da amici e familiari. Nel corso della sua carriera, Jordan ha scritto 187 libri per Harlequin/Mills & Boon e ha venduto oltre 100 milioni di copie in tutto il mondo.
